Grundlage der Spannungsstrategie war (ist?) unter anderem das Supplement 30-31B US Army Field Manual, das als Anleitung zur Unterwanderung von sog. Aufstandsbewegungen und zu deren Diskreditierung durch selbst durchgeführte Gewaltakte zu verstehen ist. Unter anderem wurde das Field Manual bei Licio Gelli gefunden, der einst Kopf der von der CIA gegründeten "Staatsstreichloge" Propaganda Due war. Die Zitate - entnommen dem Buch "Puppetmasters - the political use of terrorism in italy" von Philip Willan- sprechen für sich: “Operations in this special field are to be regarded as strictly clandestine, since the acknowledged involvement of the US Army in Host Country affairs is restricted to the area of co-operation against insurgery. The fact that US Army involvement goes deeper can in no circumstances be acknowledged."

Es wird also alles geleugnet, wie deutlich die Urheberschaft auch immer zutage tritt. Und für den Fall, dass die Regierung eines Landes nicht so recht begeistert ist von der "Aufstandsbekämpfung" gilt: “In such cases, US Army intelligence must have the means of launching special operations which will convince Host Country governments and public opinion of the reality of the insurgent danger and of the necessity of counteraction.
